Based on interviews and credible publications, it appears that Minnesota Congresswoman Ilhan Omar never obtained U.S. citizenship, and therefore, does not meet the constitutional qualification to serve in the U.S. House of Representatives.<\/p>\n\n\n\n

\n<\/iframe><\/span>\n<\/div><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\">Refugee Naturalization<\/h4>\n\n\n\n<p>After 5 years of permanent residency within the U.S. adult refugees may apply for U.S. citizenship status through a process called naturalization.  Naturalization includes English proficiency, a U.S. history and civics exam, and swearing an \u2018Oath of Allegiance\u2019 to the United States. [2]<\/p>\n\n\n\n<p>There are three paths a foreign-born child may obtain U.S. citizenship through their parents:[3]<\/p>\n\n\n\n<p>\u00b7     \nAcquisition of citizenship<\/p>\n\n\n\n<p>\u00b7     \nDerivation of citizenship<\/p>\n\n\n\n<p>\u00b7     \nApplication for citizenship under Section\n322 of the Immigration and Naturalization Act<\/p>\n\n\n\n<p>Acquisition of citizenship for Ilhan\nOmar would not apply because one or both parents must have been U.S. citizens\nat the time of her birth in Somalia.<\/p>\n\n\n\n<p>Citizenship by derivation requires that\nforeign-born children who turned <strong>18 years old on or after February 27,\n2001<\/strong>, are eligible to gain citizenship through their parents. \nIlhan Omar\u2019s widely published birth date of <em>October 4, 1981<\/em> means she\nturned 18 in 1999 and 19 in 2000, and therefore, was ineligible to gain\ncitizenship by derivation.<\/p>\n\n\n\n<p>And finally, Certificate of Citizenship\nunder I.N.A. Section 322 would require Ilhan Omar\u2019s father having already\nobtained U.S. citizenship before she turned 18 years of age. But given the Omar\nfamily arrived in the U.S. in 1995, and adult refugees having a five-year\nwaiting period, means Ilhan\u2019s father could not have applied for naturalization\nuntil the year 2000\u2014when Ilhan was an adult.  Ilhan Omar could not have\ngained citizenship through her father under I.N.A. Section 322.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Perplexity of Ilhan Omar\u2019s Citizenship<\/h4>\n\n\n\n<p>This is where Ilhan Omar\u2019s U.S.\ncitizenship becomes problematic.<\/p>\n\n\n\n<p>Interviews and the public record provide\nthat Congresswoman Ilhan Omar claims to have obtained U.S. citizenship in the\nyear 2000 as a 17-year-old, a minor.<\/p>\n\n\n\n<p>In every instance, where we find Ilhan having been interviewed by reputable news outlets, her age is reported to have been 17 in 2000. For example, in an interview with the New York Times, reported that<em> \u201cshe became a citizen in 2000, when she was 17.\u201d<\/em>[4]  Again, the TwinCities Pioneer Press stated that in <em>\u201c<strong>2000<\/strong>: At age 17, Omar becomes a U.S. citizen. Fully two years beyond what would be allowed for naturalization\nthrough her father.<\/p>\n\n\n\n<p>According to a public data request, Ilhan Omar\u2019s congressional staff contacted the Minnesota Legislative Reference Library on May 17<sup>th<\/sup> <em>requesting<\/em> to change the congresswoman\u2019s date of birth from October 4, 1981 to 1982. Ilhan Omar\u2019s term\nin the Minnesota Legislature has the birth date for Rep. Omar as October 4,\n1982.  1982 is her correct birth year.<\/em><\/p>\n\n\n\n<p><em>On May 17,\n2019, Library staff were informed by Rep. Omar\u2019s congressional staff that her\nbirth year was incorrect and requested that we change it to 1982.  Rep.\nOmar\u2019s congressional staff are working with Wikipedia and with\nthe Biographical Directory of the United States Congress and other\nsources to correct her birth year on those sites.  As of today, the birth\nyear has not been corrected on the two sites I mentioned.<\/em><\/p>\n\n\n\n<p><em>I contacted\nher congressional office this morning to verify that we do have the birth year\ncorrect.  They confirmed that 1982 is the correct public record before May 17<sup>th<\/sup>\n2019, because this type of discrepancy is not inconsequential.  <\/p>\n\n\n\n<p>As of this writing, the <em>Biographical Directory of the United States Congress <strong>[7]<\/strong><\/em> also provides the Congresswoman\u2019s date of birth to be October 4, <em>1981<\/em>.  Is the Congressional record a slip up as well?<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">No \u2018Oath of Allegiance\u2019 to the U.S.<\/h4>\n\n\n\n<p>Bear in mind that voter fraud is an\nongoing concern in the state of Minnesota.  Without a clearly defined step\nensuring that the growing community of refugees are, in fact, gaining U.S.\ncitizenship before participating in elections most certainly negatively impacts\nvoter integrity. <\/p>\n\n\n\n<p>It wouldn\u2019t be a far leap to imagine\nthat the Minnesota Secretary of State did not verify citizenship nor voter\neligibility for a foreign-born legislative candidate.<\/p>\n\n\n\n<p>Additionally, <strong>there currently exists no record or interview by Omar stating she applied for U.S. citizenship as an adult, passing required exams, and having taken the \u2018Oath of Allegiance\u2019 to the United States of America.  <\/strong>(Where are the exuberant photos celebrating such an occasion?)<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Ilhan Omar\u2019s Age<\/h4>\n\n\n\n<p>Even if Ilhan Omar successfully changes\nher date of birth on a handful of public sources, such as the Minnesota\nlegislative page, Omar\u2019s widely published age of 37 also poses a problem.<\/p>\n\n\n\n<p>Multiple sources and interviews\nestablish Ilhan Omar\u2019s age to be 37 years old as she gained a seat in the U.S.\nCongress this year.  Which, by the way, after a little math\u2026  also\nmakes Ilhan\u2019s date of birth to be <em>1981<\/em>.<\/p>\n\n\n\n<p>How will Ilhan\u2019s congressional staff correct the interviews and multitude of credible sources consistently referencing her age to be 37 years old as she took office in the U.S. House of Representatives including the <em>Biographical Directory of the United States Congress?<strong>[8]<\/strong> <\/em><\/p>\n\n\n\n<p>A March 2019, BBC article, <em>\u201cThe 37-year-old mother of three is the first Somali-American, first African-born American\u2026\u201d<strong>[9]<\/strong><\/em><\/p>\n\n\n\n<p>Did a May 2019, Federalist publication also get the congresswoman\u2019s age wrong as well? <em>\u201cOmar is a 37-year-old educated woman who was elected to the U.S. Congress, not a middle schooler playacting in the Model U.N.\u201d<strong>[10]<\/strong><\/em><\/p>\n\n\n\n<p>Or the May 2019, Huff Post? <em>\u201cThe newly elected 37-year-old had returned to her home district to speak to and hear from community leaders and constituents.\u201d<strong>[11]<\/strong><\/em><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Reasonable Doubt<\/h4>\n\n\n\n<p>As both, Ilhan Omar\u2019s date of birth and age,\ncause reasonable doubt to her U.S. citizenship she must provide her\nnaturalization records.  \u2018We the People\u2019 have a right to constitutional\nclarification.<\/p>\n\n\n\n<p>It is of utmost importance that\nCongresswoman Omar provide authenticated documentation of naturalization\nrecords leaving no doubt that she actually meets all constitutional\nqualifications to sit in the U.S. House of Representatives.<\/p>\n\n\n\n<p>However, there is a legal snag.  Ilhan Omar\u2019s U.S. citizenship cannot be verified in a timely manner through a Freedom of Information Act (FOIA) request to the U.S. Citizenship and Immigration Service (USCIS) <em>without her permission<\/em>.[12]  <\/p>\n\n\n\n<p><em>5 U.S.C. \u00a7 552a(b) No agency shall disclose any\nrecord\u2026  except pursuant to a written request by, or with the prior\nwritten consent of, the individual to whom the record pertains.<\/em><\/p>\n\n\n\n<p><em>6 CFR \u00a7 5.3(a)\u2026  If you are making a request for\nrecords about another individual, either a written authorization signed by that\nindividual permitting disclosure of those records to you or proof that that\nindividual is deceased (for example, a copy of a death certificate or an\nobituary) must be submitted.<\/em><\/p>\n\n\n\n<p><em>6 CFR \u00a7 5.21(f):  If you are making a request for\nrecords concerning (a living) individual (other than yourself)\u2026 You must also\nprovide a statement from the individual certifying the individual\u2019s agreement\nthat records concerning the individual may be released to you.<\/em><\/p>\n\n\n\n<p>Without Ilhan Omar\u2019s cooperation the\nAmerican people, and states such as Minnesota, are unable to verify her U.S.\ncitizenship.  (Think about that!)<\/p>\n\n\n\n<p>In light of the national security risk\nposed by Ilhan Omar\u2019s association with Muslim Brotherhood front group the\nCouncil on American Islamic Relations (CAIR), an unindicted co-conspirator\norganization in the largest terrorist fundraising trial in American history\u2014the\nHoly Land Foundation Trial\u2014<strong><em>and<\/em><\/strong> sitting on the Foreign Affairs\nCommittee where top-level national security briefings are provided, it is\nimperative that the Congressional Ethics Committee and\/or State Department take\nthe necessary steps in verifying Ilhan Omar\u2019s U.S. citizenship.<\/p>\n\n\n\n<p>The onus is on Congress and Ilhan Omar\nto prove, <em>without a shadow of a doubt<\/em>, that she meets all constitutional\nqualifications, or she must step down.<\/p>\n\n\n\n<p>Otherwise, the United States faces not\nonly an immeasurable national security risk, but ultimately, a Constitutional\ncrisis.<\/p>\n\n\n\n<hr
